Background
Devon County Council declared a climate emergency in 2019 and helped to publish the Devon Carbon Plan which sets out what needs to be done for the region to meet the climate emergency challenge. The decarbonisation of transport in Devon is a crucial part of this response as the sector represents a large proportion of Devon’s emissions.
The transition to zero emission vehicles, as well as a shift to public transport and active travel, are vital to achieving the Devon goal of 50% emission reduction by 2030 and Net Zero by 2050. Nevertheless, many Devon residents rely on cars and vans, and local authorities have a role to play in enabling and accelerating the uptake of electric vehicles (EVs).
The Strategy
The Devon Electric Vehicle Charging Strategy aims to help all residents and visitors overcome barriers to EV adoption and increase access to suitable infrastructure. A key barrier to the uptake of EVs is the availability of suitable charging infrastructure. The EV strategy provides a summary of EVs in Devon, assesses the policy context, forecasts EV uptake and chargepoint demand to 2030 and sets out recommendations for how Devon County Council will intervene.
The strategy will form part of a suite of documents that will feed into the emerging Local Transport Plan 4. The strategy will also be instrumental in leveraging funding from Government for new electric charging infrastructure. West Devon’s Hub Committee agrees to ask the public for their opinion on changes to their Council Tax Reduction Scheme.
The Consultation will open on Monday 7 November and run until 18 December.

The Council Tax Reduction Scheme is a scheme which is run by councils across the country, which recognises that households have different pressures.
Depending on where you live, your income, the size of your family and what benefits you already claim; you could have your Council Tax bill significantly reduced.
Each year, councils must review their scheme and decide if they are going to change it or leave it the same.
At a meeting at the Council’s Hub (Tuesday 1 November), they proposed changes, which would start in April next year. The changes reflect the extra pressures that many households are feeling right now.
The Council are inviting the public to tell them what they think of those proposals, before they decide if they should make them happen.
Cllr Tony Leech, West Devon Borough Council’s Hub Member for Cost of Living, said: “Through these proposed changes, we want to provide a bit more support to those people in the bands of the scheme who do not already get much support.
As a banded or graded scheme, the lower your income, the more pressures you have, the more of a reduction you get.
“At the lower end of the scheme, the reduction is already very generous. These proposals help those who are not already getting help and recognises that some households needed to have their discount increased.”
Other proposed changes include adjusting the income calculation for self-employed people and tweaking the earnings disregard to make it easier for the council to administer the scheme and make it easier to understand for residents.

- The Energy Company Obligation, this is where we facilitate grants from big energy companies to install a variety of measures , e.g. all types of insulation through to heating upgrades in eligible households.
- Energy Advice is also available. We work closely with Tamar Energy Communities and Citizen Advice, to offer free and impartial, independent advice from local advisers on how to reduce energy bills and help with heating to struggling households.
- The Minimum Energy Efficiency Standards (MEES) are what landlords are expected to comply with. Working with Tamar Energy Community, we identify rental properties that do not comply with the minimum energy efficiency standards. All rental properties must be rated E and above unless properly exempted. The landlords are given initial advice on how to get compliance with the regulations. Formal action will be taken against non-compliant landlords who are not willing to undertake the necessary work.
- Energy Efficiency Loans can be offered by us for energy efficiency measures. This is through the Council’s loan partner, Lendology. They can also help households on oil, LPG and solid fuel to bulk-buy fuel with a 0% loan.
- Under the Energy Company Obligation (ECO) Help to Heat local flexible eligibility, energy suppliers and installers will be able to offer grants, using our eligibility criteria. This allows them to install fully funded or subsidised energy saving measures for households, which have been declared eligible. We do not provide the funding; it is provided by the Energy Companies.
- All of the schemes and initiatives listed are subject to terms and conditions. In most cases, this would mean a gross household income of less than £31,000.
Fire Service Precept Consultation
